Well, generally this issue occurs when the server that hosts the site that you are trying to access is not online (or having general connection issues). A good test to see if it is you or them is to try to go to a popular site (
Google,
Yahoo.com,
MSN, etc.); if you can connect there but not the site that you are having problems with, there is likely an issue occurring between your ISP and theirs (which will likely clear on its own when given some time to do so).
If, for some reason, you're not able to access a popular site, chances are that the issue is with your internet connection or local network.
